This message will appear when the number of licensed seats are currently in use. For example, if you have 3 user license, the 4th person attempting to login will see this message. If you are sure that this is not the case and you feel you are seeing the message in error, then you may want to ask all other users to log out so you can troubleshoot this error.
1) have them log out
2) log in as the admin user
3) open "manage concurrent uers" from the system menu and clear all seats.
You may also want to confirm the number of liceses you have by selecting "Activate license" from the system menu.

Since most student edition installations are a stand alone install rebooting your computer usually fixes the problem as well.
